Finnish Covernment
The aim is that every Finn has sufficient basic skills to evaluate the reliability, ethics, and impacts of AI services in their everyday life.

2. European Investment Bank – Digitalisation in the European Union: progress, challenges and future opportunities

This report highlights that the main barriers to digitalisation are no longer technological, but human and organisational. It shows how skills gaps, uncertainty and uneven readiness slow down digital and AI adoption — especially in smaller organisations and the public sector.

OECD research emphasises that successful digital transformation depends on people’s skills, trust and well-being. Technology alone does not deliver productivity or inclusion without parallel investment in human capabilities and learning systems.

WEF highlights the growing importance of metaskills such as adaptability, learning-to-learn and resilience in an era of rapid technological change. The focus is shifting from fixed roles to continuous capability development.
5. UNESCO – Human-centred and ethical AI
UNESCO AI Ethics
UNESCO’s work on AI stresses responsibility, ethics and human values as central elements of AI adoption. It provides a non-technical perspective on why AI literacy, governance and inclusion matter as much as technical performance.
6. Research on learning under uncertainty

Studies on learning in uncertain environments show that people and organisations need psychological safety, shared language and small, realistic steps to move forward. Uncertainty is not an exception. It is the new normal for learning and development.
